David Broder, a sydicated columnist for the Washington Post, reported in his column on Sunday, Feb. 19, 2006 that the Bush Administration is proposing a budget that assumes over $1 trillion in the base that does not exist there. Bush's budget hides this massive sum in its overall figures because it assumes the tax cuts of 2001 and 2003 are permanent. They are not. They expire in 2010 and to extend them will cost at least $1.35 trillion according to the White House or $1.6 trillion according to the Congressional Budget Office.
